The ToodleDo service has a 'governor' that limits the number of transactions an application can send to the server, i.e. 120 transactions per hour.  Consequently, Organizer will only sync the number of tasks each scheduled session consistent to not exceed the limit.

For example, if you sync every 15 minutes, each cycle the application would synchronize approximately 30 tasks.

When synchronizing the first time, it may take awhile to get all of the tasks loaded into ToodleDo.

To see exactly what tasks are getting sync'd, you can turn on Verbose Logging via the ToodleDo dialog and view the log by selecting the 'View Sync Log...' button.  Don't worry about leaving the log on, it will limit itself to consume no more that 1 Mbytes of space on your hard drive.
