Install to locked down PC

We lock our XP workstations down so that users can't do anything they are not authorised to do.
The add-in in this situation appears to not load. A runtime error occurs during the load of the COM add-in.
Does anyone have any suggestions on how to install Organiser with this requirement?
We would also potentially by running this software on a terminal server that would permit remote users to interact with the software. And this is also locked down for obvious reasons.
